Mr. Mohammed BOUSSAID, Minister of Economy and Finance, headed Monday July 9th 2018 at the headquarters of the Ministry the meeting of the launching of the institutional twinning « capacity building within the framework of the implementation of the organic law n°130-13 relating to the finance law (LOF) ».
This meeting scheduled as part of the « Hakama » programme, fits into the partnership between the Kingdom of Morocco and the European Union.
The event was honoured by the presence of her excellency the Ambassador of the European Union, Mrs. Claudia WIEDEY, his excellency the Ambassador of France, Mr. Jean-François Girault, as well as senior officials of the Moroccan administrations including Secretary-Generals.
During his speech, the Minister stressed the importance of this twinning for the management and the implementation of the training program on the different issues of the LOF for the benefit of 1500 trainers and project managers from the Moroccan Administration.
Besides, he pointed out that this program strengthens the partnership linking the Ministry and the EU and the French Embassy which make every effort for the reform of the public administration in Morocco.
As for her excellency, the Ambassador of the European Union and his excellency the Ambassador of France, they respectively stressed in their speech their committment to support the implementation of the reform of the LOF which will be ensured by Expertise France.
It should be noted that Expertise France support the Ministry from 2014 within the support program of the implementation of the LOF by supplying highly developed expertise.
This 24 months’ twinning (2018-2020), takes the form of a cooperation between the Directorate of budget at the Moroccan Ministry of Economy and Finance and the French agency for international technical expertise, Expertise France. It is funded by up to 1,2 million Euros and managed with the support of the Directorate of Treasury and external Finances (support team of successfully complete the advanced status program) under the Ministry of Economy and Finance.
In addition to these training activities at the Institute of Finance in Rabat, study visits within various european national administrations will complete this capacity building program.
The implementation of this twinning tends to :
- Improve the legibility of the budget programs of public policies ;
- Support the Moroccan administration managers in the effective implementation of various LOF provisions ;
- Establishing mechanisms of good governance and accountability among public managers.
Expertise France will mobilise more than thirty officials from the directorates and services of the French Ministery of Economy and Finance as well as sector-based Ministries and operators. Experts in the public finance field will support this knowledge sharing and know-how.
