Launching ceremony of the twinning Morocco - EU "Strengthening the Gender Responsive Budgeting Process"

Within the framework of the implementation of the Programme "Réussir le Statut Avancé" which is part of the partnership between the Kingdom of Morocco and the European Union, Mr. Zouhair Chorfi, Secretary General of the Ministry of Economy and Finance, presided over the launching ceremony of the institutional twinning "Reinforcement of the Gender Responsive Budgeting Process".

The launch workshop was opened by the Head of Cooperation of the European Union, Mr. Philip MIKOS in the presence of senior officials from the Moroccan and French administrations. This twinning launch ceremony took place on Friday 20th April 2018 in the amphitheater of the Ministry of Economy and Finance.

On this occasion, Mr. Philip MIKOS, Head of Cooperation in Morocco declared: "I am delighted that the cooperation between Morocco and the European Union is extending today with the launch of this first twinning in this field throughout the world. I am confident that this tool will strengthen our mutual learning and partnership in this key area and inspire other initiatives, including in the region. On his part, the National Director of the Centre of Excellence for Gender Sensitive Budgeting, Mr. Ahmed BERRADA confirmed the importance of this twinning which aims to strengthen cooperation links between Morocco and the European Union in the field of Gender Sensitive Budgeting, and in the light of the requirements of the gains and good European practices in order to contribute to its implementation in budgetary planning and programming.

The promotion of equality is an essential foundation for a just and democratic society and is at the heart of the Partnership between Morocco and the European Union.

In this context, Gender Responsive Budgeting (GRB), of which Morocco is a pioneer, has a vocation to play a crucial role in public policies, in particular through the Ministry of Economy and Finance with the Centre of Excellence for Gender Budgeting.

This six-month institutional twinning project, funded by the European Union to the tune of 250.000 Euros, takes the form of a cooperation between the Centre of Excellence for Gender Responsive Budgeting of the Moroccan Ministry of Economy and Finance and the Secretariat of State for Equality between Women and Men, French Directorate General of Social Cohesion and the French Agency for International Technical Expertise, Expertise France, which will mobilize 13 European experts.

Its general objective is to promote gender equality in the light of the requirements of the gains and European good practices by contributing to the implementation of gender budgeting in the planning and programming of ministerial departments.

The expected results are as follows:

  • Strengthening the institutional capacity of the Centre of Excellence for GRB
  • Dialogue and exchange on the anchoring of GRB within the Moroccan budgeting process
  • Accompanying of prefiguring ministerial departments
