The 2nd edition of the international conference of public finances institutions of Africa begins its work in Marrakech

The Kingdom of Morocco hosts from November 21st to 23rd 2017 in Marrakech, the 2nd edition of the international conference of public finances institutions of Africa under the theme: "the new governance of Public Finances: towards new models including gender perspective and sustainable development".

Organized by the Institute of Finance in Morocco under the Ministry of Economy and Finance and the Higher Specialization Program in Public Finances (PSSFP) of Cameroon with the support of France expertise, this conference brings together officials from finance institutes and representatives of the ministries of economy and finance from 40 African countries.

This meeting was characterized by the speech of the Minister of Economy and Finance, Mr. Mohammed BOUSSAID, made by the MEF's Secretary General, Mr. Zouhair CHORFI.

When addressing the participants, the Minister stressed that the choice of Morocco to host this conference occurs at the same time as the re-entry, this year, of our country into the African Union and the agreement in principle of its membership in the Economic Community of Western African States (ECOWAS), as well as building wide-ranging and fruitful partnerships with African Countries.

Moreover, the Minister stressed that this meeting which falls in with the first conference, held October 2016 in Yaoundé, reflects the common willingness and commitment to work for the modernization of departments and institutions in charge of economy, finance and public administration. The speech of the Minister emphasized the specific importance of issues to be covered by the Conference in the current climate where the global economy moves towards an economic model supporting sustainable development regarding the environmental protection, resilience to the effects of climate change, equity, protection of  women and men's rights.

On the other hand, the Director of Administrative and General Affairs of the MEF, Mr. Mohammed EL KHARMOUDI, announced, Tuesday, November 21st 2017 the creation, during this conference, of the network of Africa's finance institute  whose Presidency and General Secretariat were assigned to the Moroccan Ministry of Economy and Finance.

Mr. EL KHARMOUDI stated, in this respect, that the objective of this network is to provide a framework for reflection, meetings and exchanges between the Public Finances Institutes of Africa and the other countries wishing to join the network, on all the issues relating to the governance of public finances. The Director of Administrative and General Affairs of the MEF indicated that the network's mission is to offer member countries a platform for pooling, synergy, cooperation and intercultural dialogue and to create added value for all stakeholders in the process of public finances reforms. It is noted that the 2nd  edition of the International Conference of Public Finances Institutes of Africa is an opportunity to discuss the themes of the new public finances governance namely:

  1. ​​​Public finance and gender- responsive budget;
  2. Public procurement and public-private partnership;
  3. ​Sustainable development and climate finance.

​The conference takes the form of panels led by international experts and heads of finance institutes from 40 countries. Training workshops on climate finance are organized on the sidelines of the conference.
