Seminar on the ownership of the Organic Law relating to the Finance Act (LOLF)

The Ministry of Economy and Finance organized in partnership with the World Bank and the French Agency for International Technical Expertise "Expertise France" a seminar on the ownership of the new Organic Law relating to the Finance Act (LOF) on W​ednesday, October 21st , 2015, at the Mohammed VI International Convention Center- Skhirat. This event, which was characterized by the presence of the Head of Government, Mr. Abdelilah BENKIRANE, was attended by ministers, parliamentarians, donors, members of civil society as well as various ministries. ​

On this occasion, the Head of Government asked the civil servants to take the new Organic Law efficiently, and also urged the public administration to be courageous in proposing new legislations, which allow introduce reforms that serve the national interest and the welfare of the citizen. Mr. Abdelilah BENKIRANE congratulated the Ministry of Economy and Finance, as well as all forerunner ministries, for the efforts they made over more than a decade, so as to develop the Organic Law Relative to the Finance Act. The Head of Government thanked the World Bank and France Expertise for their commitment and contribution to this great reform project.

In his speech, the Minister of Economy and Finance, Mr. Mohammed BOUSSAID thanked all partners of the Ministry who supported the Draft Organic Law reform. Mr. BOUSSAID stressed the level of expertise and best practices exchanged with foreign partners, namely the World Bank and France Expertise.

On the other hand, the Minister stressed the interest of different stakeholders involved in the new Organic Law and added that the strong involvement in this event demonstrates their commitment to implement the reform of the LOG; real lever for the modernization of the State institutions.

The opening session was also mar​ked by the speeches of the World Bank representative Mr. Michael HAMAIDE, the representative of France Expertise, Mr. Bertrand BARBIER as well as the Budget Director at the Ministry of Economy and Finance. Mr. Faouzi LAKJAA.

The seminar aims to inform about the contributions of the new LOF and allow the ownership of its provisions by the various stakeholders.

To this end, three presentations highlighted the content of the new LOF, its objectives, modalities of its implementation as well as its accompanying device through the Hakama program of the World Bank and the Institutional Twinning with "Expertise France "it finances.

​ In addition, two panels dealt with different aspects relating to the implementation of the new Performance Based Management concept as well as the improvement of transparency through the new provisions of the LOF. Finally, a table made it possible to share the successful experience of three forerunner ministries in the Performance Based Management.
