Closing Seminar of the institutional twinning program between the general inspectorates of Finance of Morocco, France and Portugal

At the end of the institutional twinning project of the Moroccan General Inspectorates of Finance with its French and Portuguese counterparts, a closing seminar of the project was held September 23rd 2014, under the chairmanship of Mr. Mohammed BOUSSAID, Minister of Economy and Finance of Morocco accompanied by Mr. Idriss EL AZAMI El IDRISSI, Minister Delegate in charge of the Budget. Participated in the seminar:
  • Mr. Rupert JOY, Ambassador of the European Union;
  • Mr. Kamal EL MAHDAOUI, Director of the Program Support Unit (UAP3A) in the Ministry of Foreign Affairs and Cooperation of Morocco,
  • Mr. Philippe BAUDRY, Head of the Regional Economic Service representative of the Embassy of France in Rabat;
  • Mr. Rui CORDOVIL, Counselor at the Portuguese Embassy in Rabat;
  • Mr. Benyoussef SABONI, Inspector General of Finance, Project Manager of the recipient country;
  • Eric GISSLER, Inspector General of Finance at French IGF, Project Manager of Member States;
  • Mrs. Maria Isabel CASTELAO SILVA, Deputy Inspector General of Finance at Portuguese IGF, Manager of Junior Project.
Also participated in the seminar Mr. Eric JAUSSET, Resident Advisor of the twinning, Mr. Khalid BENDAOU, his counterpart Moroccan IGF, finance inspectors particularly involved in the project, French and Portuguese experts and representatives of the EU and embassies delegation.

It should be recalled that the twinning project had the following three objectives:
  • Support Morocco in the process of improving its institutional capacity to better meet the requirements of good fiscal governance and financial transparency, the moralization of public management as well as those of administrative Modernization and public performance.
  • Strengthen, upgrade and professionalize the capabilities of audit, control, assessment of public policies made by the IGF on entities within its legislative authority in the light of recent developments in the improvement of public finance management.
This project, funded by a EU grant amounting to € 1.2 million, was implemented in two years and involved the following three components:
  • developing a new strategy, review of the structure and bring it up to the legislative and regulatory framework of the IGF;
  • Prepare computer and audit tools and work programs necessary for the proper performance of the duties and responsibilities of the IGF;
  • increasing the skills of finance inspectors through training and internships in partner countries.
  • The performance of this project was satisfactory in terms of the objectives on time and within the allocated budget (budget used up to 980,000 Euros).
 This major project required the efforts of 46 experts for 477 man / days and 66 inspectors of finance on the Moroccan side; allowing, namely, the following achievements:
  • The development of the strategy and the master plan as well as the related training plan and updating of texts related to the IGF scheme;
  • The preparation of audit and assessment tools;
  • strengthening the IGF information system;
  • training all finance inspectors for a total of 1,342 days of training; 
  • The implementation of 25 immersion courses and three study tours in different administrations in France and Portugal.
After the seminar, the Minister of Economy and Finance, stressed the need to take all necessary steps to sustain the achievements of the twinning project and thanked all participants for their presence and involvement in this strategic project for financial governance in Morocco.
