The creation of the Centre of Excellence on Gender Responsive Budgeting (EC- GRB), under the Ministry of Economy and Finance, is the outcome of a decade of Morocco`s commitment to promote gender equality in the management of public finances. Mr. Nizar Baraka, Minister of Economy and Finance, initiated the setting up of the (EC- GRB) at the time of the International High-Level Conference on Gender Responsive Budgeting held in Marrakech from November 9th to 10th, 2012
The CE-BSG, based on capitalization, innovation, learning and sharing, aims to create a momentum of excellence through linking different stakeholders in the BSG area at the national, regional and global levels.
Therefore, the prerogatives of the (EC- GRB) are structured around three strategic areas namely :
- A capitalization of the acquired knowledge resulting from the gradual experiment over a decade of the GRB and this, through the setting up of systems and mechanisms for the exchange and sharing of experiences and feeding continuously and regularly comprehensive knowledge about the GRB to meet, in particular, regular requests from several countries highly interested in the Moroccan experience;
- Deepening and conceptual renovation, through the development of analytical renovated approaches, focusing on research and innovation in GRB at national and global level and promoting multilingual access to knowledge, especially for the Arab region and the Francophone;
- Strengthening the stakeholders ownership of the GRB through capacity building of stakeholders, by an adapted training as well as organizing high-level conferences and visits on relevant topics, given the GRB stakes and challenges.
To this end, a partnership agreement between the Ministry of Economy and Finance and the UN Women, on the setting up and development of the Centre of Excellence on Gender Responsive Budgeting (EC- GRB), for the period 2013-2016, was signed Thursday, June 6th, 2013, at the headquarters of the Ministry.
