Presentation of the general guidelines of the 2012 Finance Bill at the Council of Ministers

Mr. Nizar Baraka, Minister of Economy and Finance, presented the general guidelines of the 2012 Finance Bill (PLF), at the Council of Ministers held Tuesday, February 7th 2012 in Rabat, which is in line with the implementation of the commitments made in the government program.


    In this respect, the Minister specified that the project aims to strengthen the rule of law, consolidate the principles and mechanisms of good governance and reinforce the foundations of a strong and competitive economy, generating wealth and jobs.

The project also aims to ensure social justice, restore macroeconomic balance, promote social programs, strengthen the equal access of citizens to basic services and establish the principles of solidarity and equal opportunities.

Within this framework, the project plans for a number of actions to be implemented, in particular, the creation of a support Fund dedicated to the disadvantaged populations and the spread of health care coverage in their favor. It also calls for the extension of the field of action of the Rural Development Fund to mountains and strengthening of its financial resources.

Having set out the main focuses of the Finance Bill as well as its national and global environment, the Minister noted that the aforementioned project also includes measures aimed at continuing public efforts at sector based programs and public investments and major projects` financing.

It also recommends the establishment of an incentive plan to employment and self employment, as well as job creation that serves the administration, so as to accompany the various reform projects and investment.
