Signing ceremony of a loan agreement to support the Public Administration Reform Programme (PARAP)

In May 25th 2010, Mr. Salaheddine Mezouar, Minister of Economy and Finance and Mrs.Françoise Clottes, Acting Director of the Maghreb Department at the World Bank, signed, at the Ministry of Economy and Finance, a loan agreement of Development Policy (PPD) of $ 73.70 million (approximately 100.00 million U.S. Dollars) designed to support the Public Administration Reform Program (Parap) in Morocco,.

This is the fourth PPD PARAP, repayable over 25 years, including 5 year grace period and an interest rate spread. Was present at the meeting Mr. Mohamed Saad El Alami, Minister Delegate to the Prime Minister in Charge of Public Sector Modernisation. The World Bank (IBRD) support to the Parap IV is a key component of the new Strategic Framework Partnership (CPS) between the Kingdom of Morocco and this institution for the 2010-2013 period. The PARAP is a global program launched by the Government in 2002, which major objectives are:

  • improving the effectiveness of the state in the budgetary resources management.
  • improving the effectiveness of the state in human resources management,
  • strengthening the management and control of the payroll reduction and
  • improving public services and simplifying procedures through e-government.

    On the occasion, Mr. MEZOUAR welcomed the level and quality of cooperative relations between Morocco and the World Bank and thanked Mrs. Françoise Clottes, for the invaluable and constant support that the institution provides to Morocco for the implementation of key structural reforms.
