The broad guidelines of the Finance Act 2010

The circular issued by the Prime Minister dated August 26th , 2009 aims to define the broad directives to guide the various departments in developing their proposals to the finance act in 2010 which is located in a context characterized by the global economic crisis.


These proposals should be made on the basis of His Majesty the King`s instructions in particular those given in the throne and the revolution of the King and the People feasts` speeches, and government priorities such as employment promotion, deepening of structural reforms particularly justice and administration areas, implementation of sectoral strategies covering various areas of production or service, establishment of a new social pact aimed at improving the living conditions of populations and expanding their access to services and basic facilities in addition to the implementation of an active policy of regional development and upgrading of rural communities especially mountainous areas.

Moreover, the circular stressed the support of areas affected by the global economic crisis. It also recalls the need to respect budget discipline in particular in terms of payroll and the State lifestyle and in targeting the offsetting price of commodities for the benefit of the poor in order to ensure the sustainability of the macroeconomic framework.
