The Department of Public Enterprises and Privatisation of the MEF hosted a series of roundtables to debate issues such as public portfolio monitoring, public enterprise auditing and evaluation, public service restructuring, accounting standardisation, for the benefit a Yemeni delegation on a 3-day visit to Morocco.
This visit is part of a technical cooperation agreement in the financial and investment field between the Kingdom of Morocco and the Republic of Yemen. It aims at consolidating technical cooperation between the ministries of finance of both countries in matters related to management training.
Mr. Abdelaziz TALBI, director of DEPP, met with the delegation and gave a presentation on the department`s mission and the make up of the public portfolio, as well as the main characteristics of the public enterprise sector.
Many presentations by different executives from DEPP were scheduled to shed light on the Moroccan experience in public enterprises. Presentations highlighted different facets of the department.
The presentations on public enterprises addressed reforms already implemented, governance of public enterprises and their performance, financial relation between the state and these entities, as well as policy of contractualization. As to public enterprise auditing, stress was laid on the specific procedure of control, factors that led to the generalisation of audit within the public enterprise, and on the main observations made during visits to these entities.
Presentations on accounting highlighted the standardisation of accounting processes in Morocco, the achievements of the National Council of Accounting, and future prospects of the profession.
Of particular interest to the Yemeni delegation were presentations related to measures designed to ensure the effective implementation of investment programmed by public enterprises, their financing modalities, negotiation procedures before the conclusion of a programme contract, and the general orientations related to restructuring.
