Conferencia sobre el tema "Los contratos de PPP: Alianzas Público-Privadas para el desarrollo económico y social."

Mr. Mohammed BOUSSAID, Minister of Economy and Finance, presided on May 11th, 2015, the opening of the conference organized in collaboration with World Bank Group, under the theme “Public-Private Partnerships (PPP): Public-Private Alliances for economic and social development”. ​

This conference is part of the efforts undertaken by the Ministry of Economy and Finance in order to establish an institutional and judicial framework to reinforce the recourse to PPP. It follows the promulgation, on December 24, 2014, of the law n° 86-12 relating to PPP contracts which represents a global and unified framework for the preparation, presentation and management of this new generation of contracts. 

 This legislative and regulatory framework, based on the rich Moroccan experiences in terms of PPPs in various sectors including renewable energy, irrigation and urban transport, will introduce a new method of governance of public management while ensuring a better quality in the preparation and implementation of projects and their fiscal sustainability and the sustainability and effectiveness of a quality public service.

In this way, the development of the use of PPPs will strengthen service delivery and the economic and social infrastructure and benefit from the capacity of innovation, management and financing of the private sector, in order to develop the country's economic competitiveness and improve the quality of life of the citizens in a regional harmonious balance.

Within this framework, this conference confirms the Government’s willingness and commitment in boosting the recourse to this new form of public order, as an innovative tool contributing to the acceleration of public investment to implement new projects of development and support the modernization and reform efforts undertaken by Morocco.

Organized around four interesting panels respectively the sectors of Infrastructure and Transport, Energy and Water, Agriculture and Health, and Higher Education, the conference will provide a high profile on the government’s orientations and priorities and present public projects likely to be undertaken within the framework of partnership contracts with the private sector and that, with a view to strengthen public action performance while meeting the expectations of citizens, the State and the private sector in terms of quality of the provided services, optimization of incurred costs and the return on investments.

This conference is the occasion to bring together national and international public and private actors to share their experiences and know-how in the management of PPP projects and the identification of mechanisms and innovative financial arrangements in this field. ​​
